A national expert in child welfare law, Mangold studies the impact local funding strategies have on those child welfare laws and the children they are designed to protect.

 

"Child welfare and other human services are funded by a combination of federal, state and local funds," says Mangold. "As states try to address their budget deficits, child welfare and other human services funding sources are  being examined."

 

Mangold is instrumental in a national research project that examines whether the type of funding -- federal. state or local -- has an impact on the outcomes for children in the system. 

"Preliminary findings," Mangold says, "suggest that local funds, which are flexible, reliable and accountable, lead to better outcomes for children."
